But a road death is the end of a specific causal chain — a particular vehicle, at a particular spot, at a particular speed, with a particular safety measure absent — and each such chain is breakable at a link that is usually cheap.
The discipline that has driven road deaths down in the countries that have succeeded is not exhortation; it is systematic backward analysis. Start from each death, reconstruct the chain, find the link where a low-cost intervention — a barrier, a crossing, a helmet, a speed reduction at one junction — would have broken it, and deploy that intervention at every place the same chain can recur.
