Zero on the Roads

Working backward from every road death to the specific, cheap intervention that would have prevented it

Executive Summary

Jamaica loses hundreds of people to road crashes every year — a toll that falls heavily on motorcyclists, pedestrians, and the young, and that recurs at identifiable locations and under identifiable conditions. Road safety policy tends to respond with broad campaigns and periodic enforcement drives. But a road death is the end of a specific causal chain — a particular vehicle, at a particular spot, at a particular speed, with a particular safety measure absent — and each such chain is breakable at a link that is usually cheap.

The discipline that has driven road deaths down in the countries that have succeeded is not exhortation; it is systematic backward analysis. Start from each death, reconstruct the chain, find the link where a low-cost intervention — a barrier, a crossing, a helmet, a speed reduction at one junction — would have broken it, and deploy that intervention at every place the same chain can recur.

This paper frames road fatality reduction as backward induction from the death to the intervention, identifies where Jamaica's toll concentrates, and offers four recommendations to the Ministry of Transport for a data-led road-safety strategy anchored to a falling fatality target.

The Method

Every Death Is a Chain With a Cheap Breaking Link

A fatal crash is not random misfortune; it is the outcome of a chain — a road designed a certain way, a speed permitted or unenforced, a vehicle in a certain condition, a road user unprotected. Reconstruct the chain and one link almost always stands out as the cheapest place it could have been broken: a pedestrian crossing that was not there, a guardrail absent from a known run-off, a helmet not worn, a speed too high for a junction that has killed before.

Because road deaths concentrate — the same black-spot junctions, the same road-user groups, the same conditions recur — the intervention that breaks one chain breaks many. This is what makes road safety unusually tractable: a small number of targeted, low-cost interventions at the places the data identifies can remove a disproportionate share of the toll. The requirement is to let the data, not intuition, choose the interventions and their locations.

The Gap

Jamaica's road-safety effort leans on broad public campaigns and enforcement surges that are spread across the whole network rather than concentrated where the deaths actually occur. Without systematic per-fatality analysis identifying the recurring chains and their black spots, spending is diffuse: campaigns reach everyone and change the specific killing locations for no one. The toll concentrates; the response does not.

The Response

Four Elements of a Backward-Induction Strategy

Per-Fatality Chain Analysis

Every road death should be analysed as a chain to identify the link where a low-cost intervention would have broken it. This converts a statistic into a specific, actionable engineering or behavioural fix, and reveals the recurring patterns across deaths.

Black-Spot Engineering

Deaths cluster at identifiable locations. Targeted, low-cost engineering at those black spots — crossings, barriers, lighting, speed calming, junction redesign — removes the recurring chain at the places it recurs. This is the highest-yield spend in road safety.

Protecting the Vulnerable Road User

The toll falls disproportionately on motorcyclists and pedestrians. Interventions aimed precisely at these groups — helmet compliance, motorcycle-lane treatments, pedestrian infrastructure — address where the deaths actually are, rather than the average road user who is far safer.

Speed Management Where It Kills

Speed is the single factor most determining whether a crash is fatal. Managing speed specifically at the locations and conditions where the data shows it killing — not blanket limits, but targeted enforcement and calming — breaks the chain at its most decisive link.

Policy Recommendations

Four Actions for the Ministry of Transport

Recommendation 1 — Anchor the Strategy to a Dated Fatality Target

The Ministry and the National Road Safety Council should set an explicit, dated fatality-reduction target and require every road-safety activity to state its estimated contribution to it. Activity that cannot connect to a prevented death is a candidate for redirection.

Recommendation 2 — Institute Per-Fatality Chain Analysis

Establish systematic analysis of each road death to identify the breaking link and the recurring patterns, building the evidence base from which targeted interventions are chosen. A toll that is not analysed cannot be reduced deliberately.

Recommendation 3 — Fund Black-Spot Engineering at the Identified Sites

Direct road-safety capital toward low-cost engineering at the black spots the data identifies, where a single fix removes a recurring chain. This is where the toll concentrates and where the money buys the most prevented death.

Recommendation 4 — Target the Vulnerable User and Killing Speeds

Focus behavioural and enforcement effort on motorcyclists, pedestrians, and the specific locations where speed is killing — the actual distribution of the toll — rather than spreading it evenly across a network that is mostly not where people die.

Conclusion

Let the Deaths Choose the Interventions

The countries that have driven their road toll toward zero did not do it by asking people to be careful. They did it by treating every death as a solvable engineering and behavioural problem, reconstructing its chain, finding the cheap breaking link, and deploying that fix everywhere the same chain recurs. Jamaica's toll concentrates by location, road user, and cause — which is precisely the condition under which a small number of targeted, low-cost interventions can remove a large share of it.

Anchoring to a falling target, analysing each death, engineering the black spots, and protecting the vulnerable road user is a strategy that lets the data choose where the money goes. He was an ISGAP Fellow at the University of Oxford and was admitted to Yale University School of Divinity, which he declined in order to pursue independent research. He has served as an Artificial Intelligence Engineer at Deloitte and as a Contractor with the United States Department of the Interior. He is currently a double-admit international student at Case Western Reserve University, jointly enrolled at the Weatherhead School of Management and the School of Law, on academic sabbatical. He is the father of Gianna.
