Jamaica experiences recurring water shortages, and the standard response is to build more supply — new sources, new treatment, new capacity. But a large share of the water the National Water Commission already produces never reaches a paying customer. It is lost to leaking pipes (physical loss) and to water that is delivered but never billed — through broken meters, illegal connections, and unbilled use (commercial loss). This is non-revenue water, and in a system where it is high, building new supply to overcome it is like pouring more water into a bucket without fixing the holes.
Reducing non-revenue water is almost always cheaper per additional litre delivered to customers than building new supply, because the water already exists — it is produced, treated, and pumped, then lost before it is used or paid for. Every litre recovered from loss is a litre that needs no new dam, no new plant, and no new pumping. The first supply project any water-stressed utility should undertake is the recovery of the water it is already losing.
This paper reframes water security as a loss-reduction problem before a supply-expansion problem, separates physical from commercial loss, and offers four recommendations to the Ministry with responsibility for water and the National Water Commission.
When a water system loses a large share of what it produces, adding supply is an expensive way to stand still. The new water enters the same leaking network and is lost at the same rate; only the fraction that survives the losses reaches customers, so a large new investment yields a small delivered gain. The economics of a high-loss system always favour fixing the losses first, because the recovered water is far cheaper than new water.
Non-revenue water has two distinct causes that require two distinct responses. Physical loss is water escaping through leaks and bursts — a plumbing and infrastructure problem. Commercial loss is water that reaches customers but generates no revenue — broken or unread meters, illegal connections, and billing failures — a metering and enforcement problem. Lumping them together hides which one is larger and where the cheapest recovery lies.
Jamaica's instinct under water stress is to pursue new supply, while the water already produced and lost to non-revenue loss goes unrecovered. Without separating physical from commercial loss and measuring each, the utility cannot know whether its cheapest next litre comes from a new source or from a repaired pipe or a fixed meter — and it defaults to the visible, expensive option of building rather than the invisible, cheap option of recovering.
The first step is a water balance that quantifies physical loss and commercial loss separately across the network. Recovery cannot be prioritised until the utility knows how much water is leaking versus how much is delivered-but-unbilled, and where each concentrates.
Physical loss is reduced by managing pressure, actively finding leaks before they surface, and repairing the network systematically — prioritising the zones where leakage is highest. This is engineering the utility already understands; it needs prioritisation and funding, not invention.
Commercial loss is recovered by replacing broken meters, regularising illegal connections, and fixing billing gaps. Every unmetered or unbilled connection is delivered water earning nothing; converting it to a billed connection recovers revenue and often reduces waste at the same time.
Dividing the network into measured district zones reveals where loss is concentrated, so recovery effort goes to the worst zones first. Without zoning, loss is an average across the whole system; with it, loss becomes a map that directs the work.
The National Water Commission should publish a water balance quantifying physical and commercial loss separately, so recovery is prioritised on evidence and progress is measurable rather than asserted.
The Ministry should require that non-revenue water reduction be evaluated as the first supply option, funded ahead of new-source construction wherever recovered water is cheaper per litre than built water — which, in a high-loss system, it almost always is.
Address leakage and metering/connection loss as two funded programmes with their own targets, since they have different causes and different fixes and each conceals the other when reported only as a combined figure.
Deploy district metering to localise loss and direct recovery effort to the worst-performing zones first, converting an average loss rate into an actionable map.
Jamaica's water shortages are real, but the reflex to solve them by building new supply overlooks the water the country already produces and then loses before anyone pays for it.
